Q: Which is the best way to move fry?

Fry can be very sensitive and it is best if you avoid exposing them for air while you move them. A net is therefore not always the best solution. If you have to use a net try to make their exposure time to air as short as possible. A good method to move fry without exposing them to air is to siphon them.
